Federal Initiatives

At age 5, Masha Allen was adopted from Russia with dire consequences. The man who adopted her is a pedophile. She was held hostage for five years while her adoptive father systematically abused her, placing hundreds of her images on the internet. She was rescued by the FBI during a child pornography sting two years ago and now lives with her adoptive mother in Georgia.

Masha's story is the inspiration for "Masha's Law" (S 2155), a bill introduced by Senators John Kerry (D-MA) and Johnny Isakson (R-GA) to increase civil penalties for child pornographers. "Masha's Law" would also allow victims of child pornography who are over the age of 18 to sue those who download images of them when they were minors, which the current law does not allow. Senator Kerry held a press conference at MSPCC on January 6, 2006 to introduce “Masha’s Law." On February 14, 2006, the House version of Masha's Law (HR 4703) was introduced by Congressman John Tierney (D-MA) and Phil Gingery (R-GA).

Three-year-old Danielle Jimenez is missing, and police fear she's been abducted by someone they say is very dangerous -- her own father. Danielle's father -- Leandro Jimenez -- is wanted for allegedly killing Danielle's mother.

EDWARD EUGENE HARPER - Wanted

UNLAWFUL FLIGHT TO AVOID PROSECUTION - CONSPIRACY TO COMMIT SEXUAL BATTERY, FONDLING, SEXUAL BATTERY

Edward Eugene Harper is wanted for allegedly having sexual relations with a child under the age of fourteen in Hernando, Mississippi. On April 27, 1994, a state arrest warrant was issued by the Circuit Court of DeSoto County, Mississippi, after Harper was charged with conspiracy to commit sexual battery, child fondling and sexual battery. Harper was arrested and released on bond. On October 31, 1994, Harper's bond was revoked after he failed to appear for a court hearing. Harper was charged federally with unlawful flight to avoid prosecution and a federal warrant was issued for his arrest on February 5, 1999, by the United States District Court, Northern District of Mississippi.

WAYNE ARTHUR SILSBEE - Wanted

UNLAWFUL FLIGHT TO AVOID PROSECUTION - FIRST DEGREE SEXUAL ABUSE, FIRST DEGREE SODOMY, ENDANGERING THE WELFARE OF A MINOR, FIRST DEGREE UNLAWFUL SEXUAL PENETRATION

Wayne Arthur Silsbee is wanted for his alleged involvement in multiple incidents of sexual assault involving several female victims who were between the ages of eight and ten at the time of the offenses. These assaults occurred between September of 1995 and April of 1996, in Clackamas County, Oregon. Silsbee was acquainted with each of the victim children, having either babysat for them or taken them to various events. Silsbee was charged with first degree sodomy, first degree sexual abuse, endangering the welfare of a minor, and first degree unlawful sexual penetration in a local arrest warrant in Clackamas County, Oregon, on July 24, 1996. A federal arrest warrant charging him with unlawful flight to avoid prosecution was issued on September 19, 1996, in the United States District Court, District of Oregon, Portland, Oregon.

JON SAVARINO SCHILLACI - Wanted

UNLAWFUL FLIGHT TO AVOID PROSECUTION - AGGRAVATED FELONIOUS SEXUAL ASSAULT, FELONIOUS SEXUAL ASSAULT

Jon Savarino Schillaci, a convicted sex offender, is wanted for the alleged sexual assault of a young boy in Deerfield, New Hampshire, on November 4, 1999. Schillaci corresponded with the victim's family while serving time in prison in Texas for previously molesting a young boy. After his release from prison in Texas, the New Hampshire family provided Schillaci a home from which to start his new life. It was while Schillaci was living in this family's home that he is alleged to have molested the young boy. Schillaci was indicted in Rockingham County Superior Court, Brentwood, New Hampshire, on two counts of aggravated felonious sexual assault and one count of felonious sexual assault, and, on December 16, 1999, a bench warrant was issued for his arrest. On April 7, 2000, a federal arrest warrant charging Schillaci with unlawful flight to avoid prosecution was issued in conjunction with a criminal complaint by the United States District Court, District of New Hampshire.

Adreanna Anita Jackson - Victim

SUSPICIOUS DEATH
LAKEWOOD, WASHINGTON
DECEMBER 2, 2005

Adreanna Jackson was last seen leaving her residence in the Tillicum area of Lakewood, Washington, on the morning of December 2, 2005. At approximately 7:45 a.m., Jackson left her home to walk to school, but never arrived. Additionally, the school had been closed for the day due to a snow storm.

On April 5, 2006, law enforcement authorities confirmed that human remains found in a vacant lot in Pierce County, Washington, were indeed those of Adreanna Jackson.

UNLAWFUL FLIGHT TO AVOID PROSECUTION - FIRST DEGREE MURDER (3 COUNTS), ARSON OF AN OCCUPIED STRUCTURE

ROBERT WILLIAM FISHER IS WANTED FOR ALLEGEDLY KILLING HIS WIFE AND TWO YOUNG CHILDREN AND THEN BLOWING UP THE HOUSE IN WHICH THEY ALL LIVED IN SCOTTSDALE, ARIZONA IN APRIL OF 2001.

RICHARD STEVE GOLDBERG - Wanted

SEXUAL EXPLOITATION OF CHILDREN (PRODUCTION OF CHILD PORNOGRAPHY); UNLAWFUL FLIGHT TO AVOID PROSECUTION - LEWD ACTS UPON A CHILD (SIX COUNTS), POSSESSION OF CHILD PORNOGRAPHY (TWO COUNTS)

RICHARD STEVE GOLDBERG IS WANTED FOR ALLEGEDLY ENGAGING IN SEXUAL ACTIVITIES WITH SEVERAL FEMALE CHILDREN UNDER THE AGE OF TEN IN LONG BEACH, CALIFORNIA, FROM JANUARY THROUGH MAY OF 2001. HE ALSO ALLEGEDLY PRODUCED IMAGES OF THESE SEX ACTS WHICH WERE LATER FOUND ON HIS COMPUTER.

UNLAWFUL FLIGHT TO AVOID PROSECUTION - SEXUAL CONDUCT WITH A MINOR, CONSPIRACY TO COMMIT SEXUAL CONDUCT WITH A MINOR; RAPE AS AN ACCOMPLICE

WARREN STEED JEFFS, THE LEADER OF A POLYGAMOUS SECT, IS WANTED FOR THE ALLEGED SEXUAL ASSAULT ON A MINOR IN 2002. HE IS ALSO WANTED FOR ONE COUNT OF CONSPIRACY TO COMMIT SEXUAL CONDUCT WITH A MINOR IN 2002. THE ALLEGED OFFENSES TOOK PLACE IN THE VICINITY OF COLORADO CITY, ARIZONA. ADDITIONALLY, JEFFS IS WANTED FOR RAPE AS AN ACCOMPLICE IN UTAH.

Masha's Story

Masha was adopted from Russia by a pedophile who raped and starved her for years. She suffered from terrible forms of abuse and torture. The public should be outraged, we should be demanding tougher laws against pedophiles and perverts who hurt children.
